I never never understood that whole bit. Spike is dangerous, so he needs to be restrained but he's so harmless that Xander can take him home and wrap him in rope. And a resounding huh? was heard throughout fandom. Truthfully, I think that whole bit was just the writers working out their Spike kinks.
I'm telling you, they liked Spike whipped and chained more than the fans did...
