I haven't seen "The End of Time" but, but this still worked for me. The weight of loss was palpable and it's no wonder Jack's haunted. Being immortal means no hope of being finished and the deaths of his friends drives that point home again and again and again.
The Doctor giving him a push and Jack pulling himself out of his fog of self pity to flirt shows signs of hope. Jack may have to live forever, but at least there are pretty people to seduce along the way.
